Procurement Specialist Job Summary

This Procurement Specialist job at Oilserv Limited is responsible for procuring project indirect and minor procurement requested materials for the AKK Project. The role supports the Project Supply Chain Manager in the effective management of procurement policies and procedures, ensuring the achievement of company procurement objectives for AKK indirect project procurement activities.

Key Responsibilities

Project Procurement

  • Procure, as directed, all Project indirect and minor procurement requested materials
  • Process PRs as assigned, verify prices, ensure the right specification is made, call for quotes, and analyze quotes using GEP, obtaining all relevant approvals prior to ordering in SAP
  • Prepare proposals, request quotes, and negotiate purchase terms and conditions
  • Create Purchase Orders on project local and foreign procurement, as well as for corporate procurement
  • Prepare and issue purchase orders and agreements through SAP
  • Develop and manage frame agreements with suppliers

Cost Management & Governance

  • Demonstrate significant cost-saving initiatives to manage and reduce supply chain and logistics operational costs
  • Ensure all established procurement packages requiring Supply Chain Governance Board (SCGB) approval are reviewed and timely submitted to the Secretary
  • Provide procurement support for Oilserv Bids/Tenders, and participate in bid/tender reviews and evaluations when necessary
  • Constantly monitor the market price of materials to facilitate efficient price review
  • Ensure all commercial activity is fully aligned with Oilserv commercial strategies and tail spend activities
  • Utilize the potential of a price database and benchmark quotations to identify cost-saving opportunities and standardization of goods and services

Supplier Management

  • Research and identify prospective suppliers of assigned categories for both foreign and local suppliers
  • Analyze industry and demand trends
  • Liaise with expeditors and maintain execution tracking sheets for every material and service requested
  • Follow up on suppliers for delivery of materials in accordance with agreed lead times
  • Monitor supplier performance and resolve issues and concerns
  • Ensure supplier scorecards and assessment reports are prepared and updated for Oilserv-approved suppliers
  • Ensure a Due Diligence report is conducted for all vendors before a PO decision is made
  • Work with Quality Assurance for inspection upon delivery, ensuring orders are filled correctly and goods meet specifications

Reporting & Documentation

Reporting & Documentation

  • Prepare and maintain proper reports on local and foreign procurement activities electronically, for both project and corporate procurement, submitting on or before Friday of each concluding week
  • Develop an expedited sheet for every project’s local and foreign procurement, as well as corporate procurement
  • Collate generated procurement documents and file them systematically for easy traceability

Logistics & Clearing Coordination

  • Liaise with the clearing and expediting officer to ensure all foreign procured items are properly tracked, with all documents available for smooth clearing of consignments
  • Follow up with the clearing and expediting officer to ensure PAAR is secured before consignments reach Nigeria
  • Follow up to ensure Form M is processed timely
  • Liaise with the Finance Manager, Supply Chain Managers, and Banks to establish letters of credit when required, ensuring lead times stated in the LC are not exceeded
  • Perform any other duty as may be assigned by the Project Supply Chain Manager
