Job Opening: Planning & Budget Officer

SPIE Services Nigeria Limited needs a Planning & Budget Officer. This person will join the company’s workforce in Nigeria.

What the Job Involves

The Planning & Budget Officer will coordinate planning and budgets. This role covers all departments in the Facilities Management & Administration (FM&A) Division. The goal is to keep activities on schedule. The goal is also to keep spending within budget.

Key duties include:

  • Track FM&A contracts. Make sure they renew on time.
  • Turn technical issues into clear financial figures.
  • Manage department budget expectations. This includes budget cuts and disputes.
  • Work under tight deadlines. Some tasks come with short notice.
  • Gather information from technical staff across departments.
  • Handle disagreements with technical staff during budget cuts.
  • Compile and analyze weekly and monthly KPI reports for the GS division.
  • Liaise with government agencies and regulatory bodies.
  • Act as a bridge between vendors and the finance department on payment issues.
  • Travel when needed for division duties.
  • Stay thorough. This helps avoid problems in daily work.

Budget and Reporting Duties

  • Receive yearly approved budgets from NUIMS and OML130 Projects.
  • Work with the Partners & Authorities Relations Division. Review yearly financial performance together.
  • Prepare a five-year budget plan for the FM&A Division.
  • Support section heads and managers with their budgets.
  • Help build budget defense strategies for the FM&A Division.
  • Compare actual spending to the budget. Explain differences. Suggest fixes.
  • Share monthly FM&A budget performance reports. Point out areas to improve.
  • Track contract costs, service charges, and vendor spending.

Working With Partners and Other Departments

  • Travel to Lagos when needed. Join quarterly division and NUIMS meetings.
  • Lead weekly Duet meetings. Meet with CPNC, Finance, and FM&A twice a week. These meetings cover payment steps before invoicing.
  • Help prepare slides for CC1 and CC2 contract presentations in the FM&A Division.
  • Send weekly and monthly project progress reports to management using MS Project.
  • Work with Internal Control and the Decentralized Buyers team. Make sure all purchase orders follow approval rules.
  • Oversee eJPC creators. Make sure FM&A contractors get paid on time.

Planning Responsibilities

  • Coordinate the yearly FM&A budget. This covers both operating costs (OPEX) and capital costs (CAPEX).
  • Build medium- and long-term financial plans and forecasts.
  • Update the FM&A planning schedule each month. Make sure project activities are logged on time.
  • Combine input from maintenance, real estate, admin, and project teams into one business plan.
  • Manage FM&A planning using tools like Primavera. Align resources, schedules, and operations.
  • Prepare weekly KPIs for the department. Present them at division meetings.
  • Take on other duties as assigned by management.

Health and Safety Duties

  • Learn the company’s emergency procedures. Carry out all tasks safely. Report any incidents or unsafe actions.
  • Join all HSE committee meetings and safety drills.

Job Requirements

Candidates must meet these requirements:

  • A good university degree in Finance, Economics, or Engineering.
  • At least 5 years of work experience after NYSC.
  • Strong English language skills.
  • Good interpersonal skills.
  • Knowledge of MS Office, MS Project, Primavera, and AutoCAD.
